Romulan Reputation system Large EXP project (FED)

Okay, I'm working on the Romulan on one of my Level-50 Federation characters, and had just completed the Tier-3 unlock project. Now, I can't slot the large EXP project in order to proceed. Am I the only one that is experiencing this?
