Does buying this pack unlock the ships for all romulan chars on the account or just the one?

    All store ship purchases unlock for all toons of that faction, or allied upto T4 in the case of roms, without exception.

    A more direct answer is therefore yes the Scimi pack will unlock for all your rommies.

    Cool, thanks. Can you clarify what you mean by the "up to T4" bit though?

    When a Romulan has picked an affiliation, either kdf or fed, they can also use the ships available to that faction upto Tier 4 ships. In practise that means say for example you have a Fed aligned Romulan they can also use a store bought ship for the Federation faction upto and including captain level ships. They cannot use ships of their aligned faction of rear Admiral rank or higher as they are Tier 5 ships. That is what I mean by 'up to T4'.
