Can't start duty officer assignment "Starship Antiproton Weapon Targeting Exercises"

Duty officer assignment that is available near SW corner of Contested Zone, won't start even though I have the necessary duty officers and ECs. Hitting "Start Assignment" just switches to main duty officers screen without anything having happened regarding the assignment.
