New character does not get veteran status

I created a new character to play the new tutorial. He never received any of the veteran accolades and cannot claim the fireworks, veteran ship materials, outfits, or get the new EV suit. He also does not get bonus XP. I am a LTS since Beta and have always had these things at character creation.

    What level are you? Because you get them at lv5.

    I just hit level 5 and got them all. I used to get them at creation, now they kick in at level 5 i guess.
