working as intended or a bug?

last week or so I have started to notice in ISE my heals dont seem to be working. ie engineering team, HE or science team. I have noticed when I activate them then nothing happens, or dont last as long as they should. this evening I was hit by a plasma torpedo had the "fire" hit HE2 and it only lasted one tic. sitting at 60% health hit eng team and get 0 health but my cool down started
