A torp/mine boat can be useful. A B'rel or T'varo are good choices for KDF or Romulans. And really depends on what ship you want for a Fed.
The two cloaking ships they have EBC, and can stay cloaked while firing kinetic weapons. Mines in particular don't cause you to have that brief 'pop' out of cloak like firing torps does.
Transphasic builds (to ignore shields), Plasma builds (for plasma fire stacking), and quantum builds (for raw damage numbers) are all good choices.
Tricobalt isn't as effective as it used to be, Chroniton lacks damage (but on the plus side, if you heavily focus on CC in a B'rel or T'varo it could be interesting, and the chroniton torp thing outta the lobi store ain't bad either), photons are good if you aren't a fan of the longer CDs of quantums.
I think that's all of them.
A few general points:
1. PWO DOFFs are your friend. I prefer all torp ones, because mines have long CDs anyways, including very long shared CDs, so mine DOFFs aren't as good as you think.
2. For transphasic boats, the Breen cluster torp is your friend. Especially if you slot like two of them.
3. For plasma boats, DON'T use the Omega torp. It fires one shot off every second, keeping you uncloaked and VERY exposed. Romulan torp is almost as bad, just keep it in mind.
4. Quantums are strong, but unlike bleedthrough from transphasics or plasma fires from plasmas, they don't really have any decent ways to get through shields. Same thing really applies for all other torps and mines.
5. The T'varo is a Rommy ship with all the ups and downs of it, but the B'rel is squishier with a full universal set up at least letting you set your ship how you want it.
I remain empathetic to the concerns of my community, but do me a favor and lay off the god damn name calling and petty remarks. It will get you nowhere.

A ship just using mines is not going to be very useful. As the above poster mentioned, a torp/mine boat can be very effective. Projectile Doff for mines exist but mines fire so slowly that the proc is very few and far between.
You forgot nukara web mines Mimey. Also another usefull mine is the tractor mine. Hit them with tractor mines and TRIBBLE out plasma or transphasics while they are stuck could be an interesting scenario.
When I use mines I plant them outside combat and draw the victims into the minefield, not sure how a human player would fall for it but NPC's are plenty stupid and fly right into them.
I am curious how a mine build will do, could be fun as a mess around build but i dont think it would be much good in an ESTF.

You can't have a minelayer in this game because mine launchers are aft weapons. That means you will be forced to put something in the forward weapons slots, so at most you can have a torp build with mines or energy weapons with mines, but no pure minelayer is possible
My favorite way to use Mines, is to mount a single Tricobalt mine, and couple it with Dispersal Pattern Beta. The cool part here is that the skill has a CD that is equal to the CD of the mine itself.
One cool trick is to use both Torps and mines that share a damage type. TCD consoles boost both Tric torps and mines, like Phaser relays they give a higher damage boost than the consoles which boost just torps or mines.
