Every week or two, I seem to get less slots for auctioning off items at the Exchange. I started with 40 in April when I went lifetime. As of today, I cannot put more than 12 items on the Exchange.
In addition, I have been unable to claim any items at all from expired auctions. They're still there, but they - as well as any mail informing me that an item has sold - vanish after a second and all the game lets me see is "Exchange Sale Expired" from "Exchange (Holodeck)". This is while using the Mail console at ESD, and at DS9, and at K-7, and on my fleet station, and the Freighter, and on multiple characters. So it's not "Lol, too dumb to use console." I already tried that at every console in the game.

You do know that only the character that originally posted the return item can see and claim the returned item???
And while the 'returned items' remain unclaimed, they still occupy a Exchange slot, so that explains where all of your Exchange slots have been going...
You are on the right path with exchange mails linked to actual exchange slots....the only thing I can think of is that you have exchange mail on a different toon that is glitch information ya.
Delete what you can, a bite the bullet approach may be your only fix
You can only claim items returned from the exchange with the character you originally posted it with.
Also a while back the mail was nerfed. Now when you have returned items from the exchange, each item reduces your exchange slots by 1 until you claim those items or delete the mail they are attached to. So if you have 5 items returned to a specific character, you will only be able to post 35 items in the exchange on that character.
If you've checked all characters using a mail console and can't retrieve returned items, you should file a support ticket since you mail might be bugged.
The recent changes/nerfs to the mail system created a lot of problems. They reduced the amount of items you can mail to yourself to store to prevent players from using the mail system as a nearly infinite bank. When that happened a lot of mail went missing. It took cryptic about 2 months to return most items to players, but mail without items were lost for good and some players may not have had all items returned still. The mail system has been wonky ever since.
Also of note was the fact that cryptic never notified anybody ahead of time about the mail changes to give players a chance to retrieve their items before the changes took effect. It wasn't until players outraged about their missing mail and valuable items they were storing before cryptic finally said anything about it a few weeks after the changes.
I've been begging them for months to get my stuff back on the toon I posted it all with! Every week is more bug reports, GM requests, begs for help, and I get SILENCE. I've filed a half dozen tickets, and every one gets "LOL, try the console." When I say I tried that, it goes to silence, then it automatically closes saying "Well I guess it's fixed, right? "
I can't even collect mail sent from OTHER PEOPLE or MYSELF. The ONLY mail that appears is the Holodeck notification of an expiration.
This is a problem I have been experiencing as well, though I am only down to 37 slots as I have been online for almost a month now. But seeing how the glitch could cause so much fewer slots over time terrifies me.

It sounds like you have returned exchange items in your mail -- once you clear those out, your max. exchange slot count should increase.
