Spendable Exp bugged

A few weeks ago I spend about 10 mio of my nearly 30 mio exp for the fleet. Today there were only 4 mio left. it says 23 mio of 27 are in use. On my other char: 15,023,000/18,600,506. I have the bad feeling that free and used exp have changed.

Solved:
Not as expected Exp spend to fleet projects is counted. The 5k exp for the flight deck doff mission isn't counted.
