i was fighting a few people with this skill on their ships and i have noticed that the sometimes it seams to prock off one after another never allowing you to see your target for more than 2 seconds every 5 seconds. All seam to be that new ship to and running a2b faw dem i do not know if it is connected but other ships i fight with this only placate half as often.
I asked them if they had the placate doff and they said no so it was not that nor were they running honor guard placate just romulan...

This effects leech... Wepaon procs... Placates... as well as anything else that is attached to weapon hits... like romulan shield healing consoles. It also effects the borg 2 piece omega amp... which is likely the most broken synergy in the game right now. As each proc adds +10 power which beams allow to cap to infinity. With Faw running I have seen 4 stacks on my bar... that is +40 power right there along with a ton of power drain resistance.
Okay so they can literally be perma invisible to you pretty much... placate was already a TRIBBLE skill to have to deal with now that people can double it up makes it more TRIBBLE
sounds just like the issue with phaser proc, where if you get chained proc'd the immunity doesnt kick in until after the proc ends. btu if you constantly get proc'd it never ends....
well one volley of cannon shots does not take 12 seconds to fire that is about all you get between some of these guys placate spam. He could have been lieing when i asked him if he had the doff.

Does that mean that under FAW, a basic weapon proc with 2.5 percent chance has two rolls available (so it is a 2 x 2.5 percent proc), or that the percentage remains 2.5, but when it procs the effect is doubled?

I think at times people are getting double procced before the immunity is kicking in.
Still with the amount of rolls that faw is getting it pretty much is a placate every 12s... which is still highly annoying.
