Tried using beams on an escort when I first started playing STO. Lack of experience and poor understanding of game mechanics at the time made for a miserable experience. That being said, those who know what their doing have used both together with success.

I had an awesome Prometheus with phaser beam arrays once. (Prometheus with cannons is heresy against the power of canon!??) But then I got an Excelsior, and later when lockbox and fleet ships became more common an Aventine (that I'm again playing with beam arrays instead of dual cannons).

While all my escorts and destroyers use cannons, only one uses Beams. Because I wanted a different way of playstyle, and in it's own way it is rather fun. I liken it to a scalpel vs a blade.
Beam Escorts for a long time have been proven to be rather useful with their ability to disable with Level 3 abilities or debuff using Beta 3. And in certain circumstanes, Beam Overload 3 in conjunction with High Yield 3 can sometimes yield very powerful results, especially in PvP. (Well the old PvP, stopped playing PvP since F2P went live).
I don't know why you would run beam arrays on a escort anyways since they are built to equip cannons/beam banks/torps (unless you want to run beams and also have a lot of tac boff stations). The only reason why cruisers and slower turning ships run beams is because of its turn rate...or they just like beams.
When I had a Tactical Toon I spent most of my time flying around in the Patrol Escort armed with 3x Dual Beam Banks and a Torpedo Launcher on the front, alongside Turrets at aft. I didn't bother with cannon abilities, but Beam Overload 3 and Fire at Will 3 worked well for me.

I personally don't use torps on my escorts, but I do use cannons. So I'm made of half escort heresy.

By properly I mean an aux2bat build with dem+marion, Bfaw3 and a eptw. Or a build with duplicate abilities.
To those that call bs...just think about scimitars, layouts are the same...I'll leave it at that.

Most of the low level tac-BO skills are Tac-team and Cannon/beam, and the Attackpatterns are just not enough of a benefit.
Going with at least one beam helps you get the most of your DPS.
