Is there a way to talk to or contact a dev that would be less public then the forums, says a suggestion box of some sort that people can leave mail in for them to eventually check and be like of that's a great idea we are going to add that to the game. Or some way to have a live chat with them to ask questions or give ideas?
If anyone knows anything about how to go about doing something like this please do tell..
And please do not post on here just to be a smarta*s this is a serious question.

You have made a forum thread. That might get their attention. You can also try Twitter or sending in a Support Ticket with a heading such as: Attention BranFlakes.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.
Many of us read the forums -- so an idea posted in the forums will more than likely be read by some of us. Not all of us post, or have twitter accounts, but, a few of us do.
We generally leave most of the community interaction to the PR pros, like Bran.
You can find us in-game on occasion, sometimes publicly displayed as a "dev" with a nameplate in chat that's colored pink with the <DEV> prefix. Others tend to avoid that -- thus avoiding a spam of private messages. If you see me on, feel free to ask question -- be aware that I may not be able to answer some, 'tis the nature of the development world.
Always be aware that just because we don't respond, doesn't mean we didn't read it; sometimes we simply don't have time, or can't answer a question for a variety of reasons.
If you add one of us on Twitter, you can usually find other developers through who we're following, some of us don't post on the forums. I must say, I feel pretty lucky working for a studio that even allows us to talk to the community, the vast majority don't!
I've said it before; I like the fact that you guys on the Dev team are part of the community, it's certainly - as you said - a lot better than places where the game developers don't even play the game.

In most games there are a lot of experienced people that know game mechanics pretty well. These kinds of people actually study the mechanics and even find ways to collect data in order to make comparisons and see what performs better or worse. Think of these people as a filtering mechanism...they can help you with ideas and bring up certain things that may not have occured to you. There is more to presenting a suggestion then simply saying "add this, it will be good, ktnxbai".
There were a few here i've read over the past few days. Somebody wanted a day and night cycle, another person wanted all ships to be able to target subsystems, same person also wanted a more in depth red alert, yellow alert system. But the day and night cycle one...i have to ask what's the point? how will this work in space? and ground? are all planets in the entire galaxy going to be on the same day/night cycle?
If your suggestion is a good one, and you are able to post up a good argument as to why it should be in game then people wont troll you. If its good but needs some minor tweaking people will provide some suggestions. But, if your suggestion sucks people will let you know.
Up till Season 2 some Devs would have this 'Dancing with the Devs' event on ESD.The Devs would announce it in ESD Zone chat just an hour or 2 before the event would start.Even with all the things that were wrong with the game,they were happier times,players were friendlier and the Devs could talk about what they were working on.
These days,what is even the point of asking them questions,they can't say anything worthwhile and what they do say is just last Season's rehashed answers to the same rehashed questions.

The PVP Community is still wating to greet the Dev that was taking over PVP development from Gozer, so said DStahl nearly 2 years ago.
We're still waiting to meet him/her to visit our forums, and tell us their name, much less what their current tasks are.
So count yourselves lucky you get any attention at all, frankly.

Don't get your hopes high, a lot of people do that every day.
However, be aware that they can not take in concept work for ships and locations, for legal reasons.
