Has anyone's Mining Tier 1 Upgrade been bugged?

My fleet put in the resources for the dilithium mine holding to upgrade from Tier 0 to Tier 1, and the 20 hour project Upgrade to Tier 1 was started on Monday October 14.

The project ended on Tuesday October 15, but afterward the dilithium mine was still at Tier 0 and the interior was locked, as shown in the first image:

and the 20 hour project to Upgrade to Tier 1 is completed and gone. No new Upgrade to Tier 1 project can be slotted or started.

When entering the system, the Traffic Controller only gives the option to leave the system, as shown in the second image. There is no option to enter the mine interior, although others have told me that, at Tier 1, such an option is provided by the Traffic Controller.

However, the dilithium mine has clearly been upgraded in some way, since the two sub-tiers of Trade and Development have projects available: Upgrade Trade Facilities I and Upgrade Development Facilities I, respectively, as shown in the next image:

which, others have told me, are needed for the 4% discounts. However, if I cannot access the interior of the mine, how do I access any discounts?

I put in a GM ticket 2,050,046, but the response was to file an ordinary bug report, which I have done in ticket 2,052,901.

Has ANYONE had their mine upgrade to Tier 1 bugged in this manner?

How about their mine upgrade from Tier 1 to Tier 2 or from Tier 2 to Tier 3?

Since the entire UI and fleet holding systems are automated, such bugs are frustrating.

    It appears that Upgrade to Tier 1 project, by itself, does not upgrade the dilithium mine to Tier 1, which is confusing and, may I say, stupid.

    According to the release notes of June 20, 2013:

    "...the Dilithium Mine has three tracks:
    Dilithium Mine (main track)
    This track gains XP and progresses by completing tiers from the two sub-tracks below.
    Development (sub-track)
    The Development sub-track gains XP by completing repeatable fleet projects. Once enough XP has been earned you will be given an Upgrade special project to unlock the next Development tier. Completing this Upgrade project will grant XP for the Dilithium Mine main track.
    Trade (sub-track)
    The Trade sub-track gains XP by completing repeatable fleet projects. Once enough XP has been earned you will be given an Upgrade special project to unlock the next Trade tier. Completing this Upgrade project will grant XP for the Dilithium Mine main track".

    So, as per my image C in my previous post in this thread, I may have to do at least one of the Trade or Development Facility Upgrades to gain more XP in the Dilithium Mine XP in the main track to unlock the mine interior.

    This is consistent with what another player told me, but it is inconsistent with the dilithium mine UI.

    Gonna test this hypothesis, and risk fleet resources. Crossing my fingers for five days ... the project's length ;)

    Hi,

    you have to do all upgrades (cant remember 3 or 4 upgrades). After that, then you can dock and use the services.
