I'm also a turn rate fan and usually have one equipped in an engineering slot unless I particularly need to be more tanky. The rest I'll fill with resist stuff.

In the science department, if I'm doing STFs in a sci ship then I normally fill up on gravs for mega gravity wells. Soloing in a sci ship I'll fill up on flow capacitors to boost energy siphon.
Tactical Scimitar. 5 plasma infuser tactical consoles, to help make my ship more fair and balanced. Engineer slots go to two fleet mk 11 ultra rare RCS accelerators with 40% more turn, 10 resist all and 10 kinetic damage resist each. Still doesn't turn fast enough for my liking. Science consoles are borg module, plasmonic leech console and valdore console.
Going to be stretched pretty darn thin when I have enough rep for the romulan console, but I need the plasma set bonus. I don't have any room at all for say a science fleet flow capacitor with bonus plasma damage. 5 tactical consoles is considered by most to be "ideal" for a dps ship in a game about a dps race. It doesn't, however, make for much flexibility in consoles. The only console I think I could possibly give up would be the valdore console. But the borg spheres/elite crystals and stuff hate me BAD when I do the atptn Beta/omega thing with beam fire at will every 15 seconds and the smack down gets turned into healing, which keeps me alive. The tank cruisers don't like me much either.
What console or weapon allows for the multiple plasma torpedoes to be fired?
That would be the bridge officer tactical ability called Torpedo Spread (1 or 2 or 3). Personally I have one tactical bridge officer with fire at will and torpedo in the first 2 available skill slots.
Best Consoles in my opinion. I am looking through the lens that Cannons are obsolete in the DPS treadmill till the devs buff them.

Flow Cap Consoles from Embassy to buff Plasmonic Leach
Valore Console to increase Survivability: Pops Shields.
Embassey Consoles: Increases Plasma damage by 9% (I think this is the worst)
Regular Flow Cap Console to Buff Plasmonic Leach.

Have you actually tested this? I keep my weapons power maxed at 125 to start with and figured the plasmonic leech would pad the drain, but it doesn't seem to. My weapons powr still drops to 80 or so sometimes when firing beams and cannons alike.

ENG: Neutronium Alloys and (if i got 4 or more slots) Assimilated Module and/or Romulan Rep Console.
SCI: Field Generators
TAC: Disruptor Induction Coils (I love Disruptors on Rom Ships).
I don't really understand why Cryptic guys made romulan use plasma weapons.
ALSO: if i remember well, plasma weapons are illegal in the movies.
