NPC's are not targeting properly

On a number of occasions, the NPC's (Tholians, Mirror Universe etc) were not targeting players that remained motionless at spawn (warp in point during the CC Event) or at certain objectives (near the tractored ships in Azure Nebula Rescue for example).
I doubt this is an intended feature and it appears Leechers/AFKers are taking advantage of it.
