AFK Penalty when I wasn't AFK.

Was playing STO tonight and just after I left an Azure nebula run I tried to jump into another PVE queue. At this point I noticed I had a 2 hour AFK penalty which banned from joining PVE queues. In the previous run I was anything but AFK. I can only assume this is a bug because I can't see how I could have gotten this penalty otherwise. Nothing happened out of the ordinary before during or after the match. I joined I ran about the asteroids shooting tholians and freeing Romulans. Same as always.
