Shield subsystem is not affecting shields.

As of Sep 25, 2013, for me and at least 2 other people, the energy level of our shield system does not affect capacity nor regen of the ship shields.

The shield rates seem to be set for the default shield system level.

sucks for shield tanks, awesome for anyone who likes to put everything into weapons and aux.
