Borg MK XI Set Borked (?)

Have 2 pcs of the Assimilated Borg MK XI (Engine / Deflector) on four Rom toons thru the Omega rep system. I have never seen a hull heal proc. When I view the tooltip in, say, an STF it says the 2 pc set heal (which seems to be enabled) has a 0% chance to proc.

There is a thread about this in the PvP forums, thought would be appropriate to start one here. The Borg MK XI 2 pc is fairly expensive in terms of marks / dil . Don't want to have to upgrade to MK XII just to get a working hull heal, or downgrade to MK 10. Judging from the thread in the PvP forum the MK XII set, at least, is working.

Update: I was in mistaken. The MK XI does proc, just infrequently. Tooltip error does exist, showing 0% proc chance. Mea culpa.

I have the 3 pieces of assimilated borg tech, and i just checked the stats, and it says i have 0% chance to get either one of the effects that come with the set. I tried it in combat jsut for the hell of it, and it doesn't do anthing. What's the deal?

It all depends on the Random Number Genarator like every other proc, sometimes it will rarely proc sometimes it procs all the time. Still on of the nicer sets IMO especially if you also run the Assimilated Weapons set which grants total damage immunity for several seconds when it procs.
