[BUG] Romulan Republic Reassignment Contact returns incorrect DOFF

Greetings,
I acquired a Romulan Republic Reassignment Contact from a Romulan Survivor Duty Officer pack. The text of the Contact item specifies the following:
"Reassign common or uncommon duty officers to liaison with the Romulan Republic in order to requisition a higher quality duty officer'.
I selected three uncommon (green) duty officers for this mission, and received an uncommon (green) duty officer as a 'reward'. Should this not have been a rare (blue) DOFF instead?
I can't really see the value in an item that takes away three green DOFFs, just to give you back one green DOFF, especially when the text on the item itself states 'higher quality'.
