First off comparing a warbird to a bop is just dumb!!!
Secondly the only really useful powers are the jump and quantum absorption, the others are meh at best.
Thirdly if one core can be attack, the other factions need be attacked in some fashion as well!!!

1 of my 4 toons is Rom and I can tell you that singularity powers are awesome. But they aren't really OP. If you stay cloaked then the "meter" doesn't recharge ... it actually discharges. It does so even with "special trait" + bonus from 2 console set.
Apart from the "jump" most of the powers don't really shine unless you max / near max the meter. The "jump" probably needs its CD increased modestly as currently it is too good of an escape. However, it is hardily game breaking.
How about we adjust the OP boffs and P2W consoles that are flooding PvP. Maybe we can do something about the speed tanking and immortal bug ships while we are it too. Lots of things are way more OP than Rom singularity abilities.

Cumulatively, you get a couple of very powerful abilities that nobody else has, namely a teleport that breaks hostile target lock and leaves behind a small gravwell, and a free miracle worker that works on every class. Of course its OP, they change the nature of combat, especially in PVP.

You guys are claiming the -40 is a handicap, a floor that you cannot overcome. My tac rom has a fleet singularity core that gives +12.5 shields and +12.5 aux at full singularity charge, and has leech that gives another +10ish (not sure). That is the -40 gone right there, and that doesnt even include things like end-game set pieces that give +5 boosts here and there (rep gear, Aegis, etc) or devices like the RMC that gives +25 to each subsystem. We're not talking about a handicap anymore, we're talking about a lower ceiling that is still ridiculously high.

Their are special abilities a very rare warp core has. Example the Shield Capacitor power will be able to heal shields,increase shield power and can repair disabled shields.

BOFFs are another matter that can be looked at on its own but do not really relate directly to the ship.
Battlecloak on every ship is a major benefit without a doubt but that is also part of their package deal for being weaker tanks and healers than any other ships out there of the same tonnage and having lower power levels.
As for your last mention that is specifically the T'Varo and I am right with you if you want to say that it is unfair that it totally eclipses the B'Rel Retro because besides some turn rate I fail to see what makes the B'Rel superior in any way which is not cool. Honestly, the T'Varo never showed the ability to use "Enhanced Battle Cloak" only the Scimitar did so that part should be removed. However, that is another topic as well.

5 Integrated consoles that require charge up and have a full universal cooldown... A bit different than 5 integrated consoles that you just hit the button and the effect is done one after the other or 5 BOFFs with independent skills.
Singularity Jump is a great thing to run away with but it does not stop Tractor Beams from holding you surprisingly. If you want that you need Warp Shadows.
For those who want to say "But it stops me from seeing them so they can get away!" well that is what BoP and other Battle Cloak Captains have used Jam Sensors for since time in memorial. Same thing, same reason, big deal.
Comparing Qunatum Absorption to Miracle Worker is a JOKE. Miracle Worker is permanent and with the new Traits can be used twice in rapid succession. It is FAR more potent than QA to the point of being in a whole different LEAGUE.
OP would mean that it cannot be beaten in any way and utterly dominates everything else in its field. That is a hard measure which these do not reach. They give the Romulans different gameplay but only a tiny bit.

They can get it back but an AM core ship already has it, does not need to do anything extra to get it back, and if it takes the same steps to get more power will have MASSIVE power across the board. So that argument is irrelevant.
Also power drain setups are very very NASTY to Romulans but especially these days they hardly phase any other ship with all the extra power floating around out there from the AM cores.
Actually if you shut down Weapons on Roms then their Overload is disabled, shut down Aux and they cannot Cloak or heal themselves and it may also disable some of the other abilities.
The fact is: There already exists counters to all the Singularity powers because none of them are that unique or amazing. Even Jump is quickly countered by... wait for it... MOVING... In PvP if you are not doing that then you are really bad at PvP to begin with.

The subystem targeting that science vessels have has little effect at endgame pvp, and in pve i easilly countered. Unlike singularity powers. Thats what this guys getting at anyway. As I stated above, the only power I dislike IS the black hole thing, and thats only because I find it irritating, not because it's op.
They are not a first strike tool as someone pointed out, they are an aid to beginning players depending on how the fight they are turns out. Back when my friend and I started out in STO with the early access weekend, it was a rinse repeat, fly head first into combat and die and hope you respawn before the ship you were shooting at has a chance to recoup a lot of HP (back when we thought it was cool the fly a Conni at low lvl). The Singularity power is an "Oh sh...!" button, that gets more powerful and versatile they higher your lvl is. Once you get lvl 50 and you have Fleet Cores effecting your powers even more things get fun, like adding CrtS to singularity overcharge, a confuse to quantum shadows, resistance to quantum absorption and more accuracy with the singularity jump (along with faster charge or slower drain).

No warbird is ever going to have the same power level as a fed/Klingon with the same boosts to their subsystems, you will always be at the -40 no matter what!!!
Fed/Klingon:200power to divide amongst subsystems
Romulan:160power to divide amongst subsystems
If you add + anything to both you will still be at -40 compared to the equivalent fed/Klingon!!!
Try achieving 100+ to 3 subsystems at all times (not temporary) like you can on a fed/Klingon with a romulan it isn't going to happen without needing to use subsystem boosting gear out the whazoo leaving you with no flexibility for anything else!!!

Feds and Klingons have the same options to boost there power so that is pointless to keep bringing up.
You can do that a Romulan just as easy as they can do it to you.

Comparing Qunatum Absorption to Miracle Worker is a JOKE. Miracle Worker is permanent and with the new Traits can be used twice in rapid succession. It is FAR more potent than QA to the point of being in a whole different LEAGUE.
OP would mean that it cannot be beaten in any way and utterly dominates everything else in its field. That is a hard measure which these do not reach. They give the Romulans different gameplay but only a tiny bit.
They can get it back but an AM core ship already has it, does not need to do anything extra to get it back, and if it takes the same steps to get more power will have MASSIVE power across the board. So that argument is irrelevant.
Also power drain setups are very very NASTY to Romulans but especially these days they hardly phase any other ship with all the extra power floating around out there from the AM cores.
Actually if you shut down Weapons on Roms then their Overload is disabled, shut down Aux and they cannot Cloak or heal themselves and it may also disable some of the other abilities.
The fact is: There already exists counters to all the Singularity powers because none of them are that unique or amazing. Even Jump is quickly countered by... wait for it... MOVING... In PvP if you are not doing that then you are really bad at PvP to begin with.
The subystem targeting that science vessels have has little effect at endgame pvp, and in pve i easilly countered. Unlike singularity powers. Thats what this guys getting at anyway. As I stated above, the only power I dislike IS the black hole thing, and thats only because I find it irritating, not because it's op.

No matter how you want to paint it, it's a penalty to our base, compensating for it is a tradeoff in other things.
So let me get this straight, by using abilities and gear you would be using anyway (EPtX, Aux2Bat, Siphon, Leech, etc.), Romulans being able to achieve the exact same power levels (capped in at least three categories) as non-Romulans are somehow at a disadvantage?

Well built Warbirds will not notice the lower base power levels one bit.
No warbird is ever going to have the same power level as a fed/Klingon with the same boosts to their subsystems, you will always be at the -40 no matter what!!!
Fed/Klingon:200power to divide amongst subsystems
Romulan:160power to divide amongst subsystems
If you add + anything to both you will still be at -40 compared to the equivalent fed/Klingon!!!
Try achieving 100+ to 3 subsystems at all times (not temporary) like you can on a fed/Klingon with a romulan it isn't going to happen without needing to use subsystem boosting gear out the whazoo leaving you with no flexibility for anything else!!!
