Tractor Beam stops working

I've had tractor beam stop working in several PVE queue missions recently. It's happened in Cure Found and Fleet Alert for sure, others as well but those two today.
What happens is, at some point after using it (not necessarily the first time) after the cool-down countdown is finished, another 5sec countdown begins and then the button stays grayed out and cannot be activated again for the remainder of the mission.
I tried seating a different BOFF after it had occurred, then going back to my tractor beam BOFF, but it didn't help.
