First contact mission problem.

Hi I am playing the " initiate first contact: Khazan Cluster" I am told to talk to my bridge officer in the observation lounge to start my first contact mission but he isn't there, just the alien diplomats and my security people at the doors. I followed the advice of your forum. what can I do to fix the problem. Looking forward to playing this mission.
