I do have a little work around in mind.... but considering that actors get paid for their likenesses when really crummy action figures are made it would really have to look nothing like Patrick Stewart. How about a black captain Picard? or a female Jean Picard? At one point I was tossing around creating a mission where you met an alternate next generation crew. a Female Jean Picard, Female Geordi La Forge, Male Beverly Crusher (yes Beverly is gender neutral) Female Data etc...
While I can understand why people are interested in Earth-11 style characters I think the subject should be handled very carefully....

I do love those kind of set ups but problem is you'd need a realistic explanation for it. It can't be mirror universe because alternate universes come up through a divergence of timelines. While you could argue at the embryonic stage life has the potential for either gender - a change at that point would not explain why everyone is the exact polar opposite from their counterparts in the prime universe yet also end up living the same events in their timeline (Star Trek 2009 even went too far down the "meant to be, no matter the timeline" road for my tastes).
You can if you claim it's a Picard that doesn't look like Patrick Stewart (I wonder how). Otherwise, you can't.
Picard is played by Patrick Stewart. No matter how good or bad you make him appear in STO, it's still Picard played by Patrick Stewart on screen, and thus, is supposed to look like him.
Ah, but it does diverge. For example, an actor in heavy makeup can't claim it at a certain point. Jeffery Combes can claim his likeness, but Morn and all the Breen actors - despite being played by certain people - can not claim that likeness (even though you can see Morn's eyes). It is hard to do a decent recreation of a real life person at all, so I think there may be a certain acceptance, especilly once you add age into the picture. Just put a bald white guy on Age 3 and say it is Picard. Nothing to separate your character from any other bald old white guy so Patrick Stewart can't say its him, but it might just work in people's heads.

On the subject of Picard, I think maybe you could get away with it if you just used the standard default male face and changed it to bald and age 3. But I don't really think it's worth it.
As I recall Leviathan99 made a mission with a Picard that had a beard and a visor (ala Geordi), which made it so he didn't look much of anything like Patrick Stewart. I think he got away with it.
All that being said, I think it's really best just to make your own characters and let the ones from the shows be. It's not even so much due to the likeness issue, although that is the biggest technical problem, but rather that you have full control over any character you make. Any pre-made character you have to try to stick to their personality and their life story. I suppose some people may see that as a challenge, but to me it's too much of a limitation.
Not to mention, all of the characters in the shows had a good run. It's time to bring some new people to life, I think.

Yeah it's a pretty bad rendition, that's for sure. Then again using the sliders it's pretty challenging to match a real person's face.
I disagree people like touchstoning, but cryptic should have more of their characters in the foundry (When will I get to do my Commander Viala dating sim?). I doubt the EULA is as liberal as you suggest here though, although most of the characters in 2409 are elderly. I have a cameo of Elim Garak in my mission and spent hours playing with sliders, he still isn't as good as i hoped and the animations take something away from my work. He is still a very fun character to portray though.

Well, it's good to remember that in that picture you are actually seeing TWO Xills. They're flying in formation, I think the full scene had a dozen or so preparing to fight the Shadows and Vorlons.

I don't mind touchstoning, but i like to keep it to a minimum, I have used a few of the cryptic chars like Linnea and Futagami , though they are just dialogue placeholder rather than characters, so i injected my own ( small ammount ) personality into them
when it comes to old characters, i think at most they should be used perhaps in set up, Like an Admiral in the background ( similar to how they have used miral paris and Wildman ) or maybe referanced in the backstory of a character, like Tuvok and Sulu
But i really like the focus of a New character, one that is all my own, or leanring a character another author has made, I love it when they are used as recurring characters, meeting them again is nice , when the moment comes and you go, hey i know that guy/girl
