Bonus Pool items not working

I have couple of the bonus xp, cxp, fm, fc pool consumables that dropped from the current lock box. None of these works.

I tried using them on two characters.

Bonus FM pool usually has "bound to character" description this one doesn't.
Is that a common issue? How do I fix it.

EDIT:

I traded one of the consumables with a friend and he could not use it either.

They don't seem to work for me either. Same goes with the Temporal missions from the Temporal lock box.
