Reward Tribbles

I can't claim any of my test center reward Tribbles. It says they are available but my character can't use them. I was able to get my Dilithium tribble but my fleet, Romulan marks, Nukura tribbles will not let me claim. I am level 16 and have chosen a side I am also in a fleet so I should be able to claim. This on a New Romulan borg Character.

    you must be on ground to claim your tribbles you cant claim them in space
