The IDEAL case is for science to not suck. This would by extension and in one move fix all science ships. But as I pointed out way back on page 1, Cryptic has never shown any signs of fixing science or even admitting that it's badly broken. So: the more likely solution is to get the Nebula changed into a design that does well with the existing game mechanics such as they are.
You know who doesn't complain about their cruisers? KDF players. You know what I compared the Nebula to? A KDF cruiser.
There's probably a connection here.
The problem is you say Nebula, you don't say Science vessels, you don't care about other ships you just want the Nebula buffed. An across the board multi faction buff of Science Vessel or Science Powers is what's really needed not converting the Nebula into a Cruiser.
KDF players did complain about their Cruiser when only the Negh'var was an option, it's got the same layout as the Galaxy and was complained about from day 1. But every Federation player said the Negh'var was fine. Even saying the Galaxy has the worst BOFF layout possible but the Negh'var with the same layout is fine. Funny thing is if you agreed with the Klingons originally you might not have got this version of the Galaxy.

My biggest complaint about the Neb is that the specialized console (Tachyon grid) which comes with the ship is effectively useless in PvE. If it were to be provided with some team buff to enhance teammates targeting accuracy or damage output for a short period of time it'd be worth the slot. As it is now that console collects dust in the bank.
Mine sits in the bank as well never used. I really like the look of the Nebula and continue to use it, but the console really needs a re-work to make the vessel more useful. Adding additional benefits to the console could bring the ship up to speed and would be easier done than across the board changes to the science class or all science vessels. Simply adding a passive boost to kinetic and energy damage or a damage proc? passively reducing the cooldown on sensor scan or science abilities? Anything would help.
Eh, the Nebula was and is a good, well-rounded ship. As a torpedo ship, it's also a really good option because of its potential tactical flexibility.
The main 'problem' with the ship now, however, is that the Vesta has pretty much replaced its effective roles and rendered it obsolete in every way except one(a more resilient hull).

That's why we should look at things objectively instead of relying on opinion pieces: Negh'var is a Galaxy with 50% better turn rate, the ability to mount dual cannons, and (at the time) access to powerful and unique hardware options e.g. plasmonic leech and aceton assimilator.

Please read my posts more carefully. I said "at the time", because you opened this front in the context of the past history. Negh'var is still better than Galaxy, it just doesn't have the same exclusivity on gear options.
