To get around cryptics no playable bad guys condition, tholians from an alternate universe. They can be less xenaphobic and thus playable. I want a playable horta species!
How could a horta talk to his bridge officers or other captains. He would need a Vulcan using a permanent mind meld

Cryptic has already stated they won't do an "evil" Faction in the game. Thus if they do Borg, it would need to be Liberated Borg, and so on. I can't imagine the Tholians having a non-evil segment that could be used in the game. And no matter what else, any future Factions would follow the Romulan plan of merging with Fed or KDF to avoid 3-way PvP.
Sorry but that argument of what is evil is flawed. DEVs just don't want to deal with Borgs or Tholians just due to mere laziness. I'm sure they'll come to their senses once they see dollar signs and forget about what they said in the past. For that reason if you are a trekkie by heart you would know Romulans, KDF and Cardassians are way far from "good" raw models of races. FED was always in a constant flux of war with those races....if you consider Gul Dukat, Shinzon or Nero being a good guy is like believing the earth is flat...just a matter of perception...just saying.

I'd use a different example if I were you, as believing the earth is flat is not a matter of perception, it's either blind ignorance, deliberate stubbornness, or abject stupidity.

As I said above, I have no desire to debate the morality of war. If you wish to believe the Klingons are evil, feel free to. I don't happen to see them as evil. I see them as having a slightly different culture identity. They are aggressive and clannish, but so are the Irish guys at my local Irish pub.
The playable Roms in the game are not evil, thus it would seem to hold true to what Cryptic wants to do. As there are no other playable races in the game it seems somewhat pointless to debate Cardassians, Liberated Borg, etc.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.

Maybe they don't want a third full faction in the game? There aren't a whole lot of mmo's with more than two factions. Borg and Tholians are evil...I don't see them ever aligning with either the KDF or Federation...nor do I see either faction accepting them.
How would Borg even be playable? You obviously can't be a drone since you would have no control, so would there be hundreds of queens? How would Tholians work? I can't imagine there is much to their lifestyle that would make them interesting and worth playing.
So many people want to be a special snowflake they will suggest some of the stupidest things...
Can't have a honest conversation because of a white knight with power
We also already have playable Federation Klingons and Klingons who sided with Romulan aided Duras family to combat Chancellor Gowron so Cardassians fighting each other would not be an issue in STO. It would be much less of an issue since Cardassians were already fighting each other during the Dominion War. The only issue would be the mutual distrust and outright hatred between species which we are dealing with between Romulans siding with the Klingon Empire now anyway.
