I am sure we will get tactical consoles during the next new fleet holding. I dunno what the holding will be...possibly a Fleet Orphanage for all the kids of the Doffs you send into the void of nothingness.

* a colony that coincides with a new sector block to 'explore', colonisation being one of the commendation tracks. We know the next season update will include a space adventure zone, and it might be tied into a new sector block too. If the new Big Bad Guy is a race featured from a Voyager episode, there's a good chance this space adventure zone has some kind of wormhold or t-warp gate to the Delta Quadrant. (or the SAZ is in the DQ and has a t-warp gate connecting it to the AQ)
* some kind of space station like Regula One that's tied to top-end R&D, I can see science and engineering be the commendation tracks here. If they're ever going to implement some of the proposed ideas for boosting cruisers and science vessels (i.e. giving ships a dedicated armour slot and giving science vessels a secondary deflector), this will probably be it.
* a forward staging area for the war effort, which is tied to new endgame PVE content. Military being the obvious commendation track.

Just gonna put this out there, a military fleet holding was confirmed in a recent interview with Dan Stahl. If memory serves he said earlier 2014. However timetables can be accelerated, and we know we will be getting a new fleet holding with the launch of season 8, which will be later this year. So if we don't get a military holding this season, most likely next season.
Now whether or not this in anyway entails tactical consoles is really at this point anyone's guess. You can estimate somewhat that it could be based on what has been done with the mine and the embassy and their respective consoles, but in reality we can't be sure of anything.
Now on the topic of pure speculation, we got the best engineering consoles from the mine (rcs and neutronium) yet the best console from the embassy was omitted (field generator). It is a hit or miss on whether or not we get specific weapon type consoles, if we even get fleet tac consoles.

Well, the last time we had a 'Regula-One' space station, the Federation was developing a planet-terraforming device which could possibly wipe out life...so I can understand why they might not want to make any more of that type. (Side note: Anybody read the Genesis Wave series? I haven't, I'm curious if it is any good)

my thoughts exactly. tac consoles already stack at 100% I don't think we need any super-combo ones. Give them diminishing returns like armor consoles and we'll talk about combo-consoles.
Sometimes I think I play STO just to have something to complain about on the forums.
I too have been thinking about TAC consoles. I for one think they aught to give higher bonuses to Cruisers and Science ships than they would for Tactical vessels.
At least that would be a novel approach to a subject that has been talked about for quite some time. With such a way used, people who use any weapons besides Dual Heavy Cannons can finally get some real power behind their beams and turrets.
Right now mobs seem to be balanced to die if you look hard enough at them.
More high-end and even more damaging tac consoles would trivialize things even more.
I would wish for some mobs that would really cry for better gear to be a challenge. Right now it is only players who get some extras like the new fleet consoles of the Dil Mine, while the mobs fall even more behind in power.

Who says they have to add to general DPS?
They might as well add some kind of bonus to say, tactical team, or maneuverability wich is very important to an escort, much like some warpcores do.
