B'rel Retrofit Updates
o Heals and Heal over Time powers will no longer decloak your ship
o Enhanced Battle cloak will only be suppressed for 3 seconds when you activate an attack or heal on another target.
Updated debuff science and related powers, like Jam Sensors and Tractor Beam, so they can be used while the B'rel Retrofit is under an Enhanced Cloak.
o These abilities cannot be used while under a standard or battle cloak.
B'rel Bird-of-Prey Retrofit
o Special ability: Enhanced Battle Cloak. This ship can use mines and torpedoes while remaining cloaked, as well as most Bridge Officer and Captain abilities.
Don't get me wrong, I've complained about EBC in the past as well - when it was broken. Back when the Sub BOFFs were causing the B'rel not to blip.
Updated Bridge Officers with Subterfuge:
o Using a Bridge Officer with Subterfuge on a ship using Enhanced Battle Cloak will no longer result in the ship no longer decloaking while it fires.
'Pre-buffing' means you keep cycling your defensive abilities even when out of combat. Works best if you don't have predictable, obvious weaknesses in your defensive screen. It's definitely recommended for cruisers.
As for the person who made the comment of: You know you can heal from cloak, right? EBC? B'rel and T'varo.
And if you were there - then you would have known that I was part of the conversation. You would have seen the discussion on being able to heal from cloak with the B'rel and T'varo...that they blip. You would have seen Logan even checking that you blip while using HE...cause he blipped when he used HE on me...like I blipped when using HE on him.
BTW a lot of BLIPPING IN THERE.
According to the DEV blog, The Healing of using HE, was suppose to be SELF TARGETING for the Brel while cloaked to help with their LOW hull strength. That why other ships can only throw tac team. (not really heal but I think this is wrong to) If your are cloaked you do not throw any heals cause it should bring you OUT of cloak. Period. Using HE on another ship is what Branflakes said would NEVER HAPPEN. Cause it would allow people to do stealth healing in PVP. The glitch was reported not to get anyone in trouble. I think Logan is a very capable player, and he has earned my respect. The HE allowance was made for the brel to SELF HEAL cause of their FIRE WHILE CLOAKED ability. Which means it should be a target self only. The impact of this ability being used like this is think of a PVP put two capital ships in combat with three science brels, using heals to heal other ships with transpahic loads and sub nuke'ing from cloak. The other team, this is an UNREAL and unfair advantage. for the other 90 of the players who do not have a brel or Tvaro. It has long been the addiction, of the Klingon faction to use the Brel, which has a lower hull strength cause of inherited abilities of firing while cloak. In fact I would say 90-95% of the Klingon populace flies a VERSION of a BoP. I am not saying that there are NO people that fly other ships. And god strike me down in the morning but atleast Tacticus stays away from bops cause it is so OVER USED. Now let me ask why, in the past you klinks have been given quite a few ships and you complaine about not having ships, then why do you all (as a majority) keep using a BoP? You keep choosing the Brel with a lower hull strength cause of it's abilities. here is my thinking. Take a teenager learning to drive.
You show him a sports car that goes 250 MPH. And a SUV, that is fairly okay looking but good breaks and a stronger frame. If the teenager takes off in the sports car making the choice over speed then protection, if he brakes FAIL, due to design, or fault. Then who is responsible. The teen is right? Cause he made the choice. Especially if he knows the facts about both cars. So per example, you guys CHOOSE the brel. You choose the hull strength for a certain reason. most the ability to fire while cloaked, or power sliding it, or that every Bridge officer station it is Universal. God I wish I had that on fed ships, you would NEVER know what you would be facing!!! Ohh look a Sovereign... a tac ship.... Hey what the heck!!! it just used gravity well 3 on me!!! Ohh Hey look a nebula... a science ship.... What the HECK it just used BO 3 with Dem 2 and can see me while cloaked!!!!

The B'rel has been able to target others with hazard emitters since before Brandon started working for PWE, so I have no idea what you are going on about. It is one of the features of the B'rel/T'varo and I do believe it causes them to drop their cloak for an instant when they use it on others just like engineering or science team, which also heal others and can be targeted from a cloaked B'rel.

pre-buffing was more to do with offensive abilities stacking the long uptime abilities first so that your first attack was as powerful as could be thanks to having 'pre-buffed' the attack.

I've heard 'pre-buffing' being used as a way to repel de-cloak attacks, so I assumed it was the whole 'keep defensive abilities up while not being attacked', in order to both deter cloaked ships and to make it harder for them to kill you if they do actually attack.

Let me recap my fleets for you. My first fleet was Tribble munchers in Feb 2010. I left that because it was dead. I joined Alpha Squadron in mid-2010. I left that fleet as with many PVPers who had disagreements with some of the leadership/pveers.
I joined -X- at the end of 2010 and in the absence of the original leadership started -X-Treme. Upon their return the leadership was put to me. So I am a leader in -X-. A fleet that was around since Launch.
So what is this fleet that I was kicked from?
As far as my post, it's pointing out that people abuse reporting. If that troubles you, I am sorry. But this is a game and it should be fun.
I believe in fun, but I don't take it lightly when myself and friends are harassed.

Been in several private matches with you and it's always a pleasure when I get a kill. It takes works though and is always fun.
