The Gravimetric Scientist Duty Officer for Charged Particle burst states it is supposed to deal 1,000 Radiation Damage Per second. It does not state how long its duration is, but it could be assumed it is the duration of Charged Particle burst.
How ever It does the Damage once, and that is it.
It also is supposed to give some kind of Boosts or Bonuses vs Radiation, but that effect also does not seem to be applying either.

Yes, if it worked it might be a really useful Doff to use on a Scimitar, because of the Radiation buffs it mentions.
