Double DoFF recruiting

On my KDF aligned Romulan I can use the terminal in Romulan Command to do recruitment for new DoFF's "Tac, Sci, etc..." then I can turn right around and go to Klingon Academy and do the same thing there and recruit KDF Doff's.

I assume this is a bug, if not then currently Romulans can recruit twice as much as any other faction.
