klingon PC cannot get promotion mission

I hit commander a few days back on my Klingon character and never got a promotion mission (and thus a free ship token). has anyone else experienced this issue? do I need to finish a quest chain to get that mission or what? I thought that may be the deal, but playing through the quest chain I am already over halfway to captain... and can't get my commander level ship?

I really want my K'tinga battlecruiser , lol. I already asked support and they said to enter a bug ticket, so I will, but I thought i might report it/ask here as well.
