Veteran Skill Rewards?

Recently hit the 300 day mark and received my 300 day veteran reward of +4 Skill points, up from +3 for 200 day, for my Fed character. However, when I look at my Klingon or Romulan character, it still lists them as 200 day veterans and has so the past couple of days.

Is there a reason that only one character gets these rewards? I thought the veteran rewards were for an account, not a character.
