BUG! Server not responding?????

Hi All. My game keeps crashing. on the mission where you (Finally) Take down Hakeev, after 20 seconds of play the game stops responding
(Server not responding: 200.00 secs). if it does not , then it freezes on the ground portion. it does not happen elsewhere, and i already defraged my system and force verified the game files. also, the launcher takes the better part of two minutes to come up and load.
