Annoying hotbar issue

When playing I have my hot bars setup a particular way and the skills etc laid out.
The problem is every single time I have to change maps or go through a load screen etc. the game keeps shoving all my BOFF skills back into the hot bars where I do not want them.
So I have to manually pull them all off the bars and back where I want them only to go through a load screen and have them all put back by the game again and rinse and repeat constantly.
I have locked the hot bars to prevent anything from being added to or taken off of them, but the game still puts my BOFF Skills back into the hot bars where I do not want them even with the trays locked.
