No starting doffs for Romulan

Just got a romulan toon up to level 11 and didn't receive the standard set of 20 starting doffs. The doff tab isn't greyed out, I can access the page, just didn't get the "don't care what your doing you just hit level 11 so heres a large pop up messge from the recruitment officer with your gift of 20 starting doffs."

    Was reported when LoR launched over a month ago, and during closed beta before that. Your initial cadre is awarded at level 12 and only the doff system unlocks at level 11. The level up rewards window clearly states that you get your doffs at level 11. I guess they haven't fixed it yet because they flat out don't give a damn.
