Can't progress in New Romulus reputation

I haven't worked on New Romulus rep for months and recently came back to it. I was working on Tier 3 and finished up my last projects to complete. When completed my rep was at 34,400, don't know how I did that. Now I am stuck. The only projects available are requisition and store unlocks. There is no claim tier 3 project or contribution projects. Under Tier 3 it says upgrade available and Tier 1 & 2 say complete. I cannot choose a captain ability or earn rep for tier 4. Is this a bug or am I doing something stupid (a big possibility)?

    Yep, I was stupid. Need to click on upgrade, not new project.
