    First off the Galor and D'kora are lockbox ships.... So No they won't suck. Your Fleet Heavy Cruiser Retrofit (Cheyenne) is an Okay ship where as the Fleet Advanced Heavy Cruiser (Excelsior) Retrofit is currently one of the Best Federation Cruisers in game. So in fact they don't truely suck..
