Getting your lvl 10 ship since LoR was released is tied with the mission "Test of mettle". The first step of that mission is to provide you with the new ship.
I am lvl 37 and never received a promotion mission. Is that quest keeping me from getting promoted?
Sorry, I don't quite understand this. How do you mean 'is keeping you from getting promoted' while you're at lvl 37? What is your current rank?
The thing is, usually when you hit each promotion threshold (lvl 10, 20, 30....) you get a mission called "Promotion" that is basicaly you going to Chancellor J'mpok for a chat and then he redirects you to the shipyard to get a new ship.
Since the release of LoR this has been changed only for the first one at lvl 10, that requires you to do the mission "Test of mettle" to get your new Tier2 ship.
But, this doesn't have anything to do with your personal leveling, if you're lvl 37, I assume your rank is 'Captain' right?

My rank was Captain. But I never received the "Promotion" mission, So I was stuck in the low tier ship and didn't get the Lifetime bonus respec tokens. Apparently if you have not completed the "Test of mettle" mission it is not possible to get the lvl 20, 30, or 40 "Promotion" missions either. After I got to lvl 40 I completed "Test of mettle and was able to get all the free ships that I should have gotten. It just really sucks that no where is this mentioned in game, and no other players seemed to have any clue as to why I was unable to get the "Promotion" mission. Everyone assumed I was just unable to find the shipyard or something.
That's because the dev loves to change things without telling the player. Not unlike how everyone still give the advice of "stay 5km away from Donatra".

the bad part come when trying to tell these players that there wrong and 5km doesnt matter anymore o boy ive been "reported" like 5 times and cussed cuz im "doing it wrong" the amount of misinfo in this game is nuts...Anyway y i came here was i have a kdf @ lvl 12 and cant pve or doff is this a bug just to me or a game bug?

Aah, good news I'm currently lvl 41 on my Klingon, and also have not had any promotion missions xD so I will go do this mission and see if I get them then hehe.
Though.. it had a certain charm to be a general and still fly a tiny ship it will be good to finnaly unlock more .
Only now the server is down for maintenance so I will have to wait a bit longer
I have completed test of mettle, am level 12, have spent my points and it still is not giving me a new ship. Still just have the beginning ship.
Did you talk to Chancellor J'mpok to get the 'Promotion' mission? He's suposed to give you a mission called 'Promotion' which completes iteslf when you talk to the ship requisitions officer in the Qo'noS shipyard.

It shouldn't as yuo can skip episodes and do the next one without it effecting your promossion.It is no more different if you got your doff and let them level you up.
