Honor Guard Elite Commander

The Honor Guard Elite Commander title and costume do not unlock.

I have:

Honor Guard Elite Accolade Unlocked
Honor Guard Commander Accolade Unlocked
Tier 5 Omega Reputation Unlocked
Full MK XII Honor Guard Ground Set
