I wanted to give you a heads up that in the future, you may be seeing currently-unreleased ships flying around on Tribble. We'd like to let you know that we'll be conducting volunteer, focused testing on select upcoming ships by some members of the community. This is similar to the testing that was done for the Vesta, as I posted about here last year. This new thread serves as an announcement thread that will cover any focused testing we decide to conduct on ships now and in the future.

I think that's what you would call the devs. I don't think they're just going, "Hey players, test these ships for us so we don't have to!" I may be wrong, but from what I understand the devs test all of this stuff internally before it even sees the light of Tribble let alone Holodeck. When bugs/griefing/OP-ness pop up it's not generally because Cryptic listened only to players who wanted to buy the ship (and thus, according to you, wanted it to be OP). My impression has been that despite being pretty clever, the devs just can't think of every possible way that players build/use the ship to make them as OP as some get. This is a way to let them see how the ships are performing and how players are using them to try and beef them up.
The devs can see aggregate data, so it's not like players are going to say "The DPS sucks on this ship so you should beef it up" and the devs will instantly change it. They'll go look at their logs, and if you were actually pumping out 19k DPS on it, they'll probably just ignore you. PvP tends to be the place where the creative gamers come out and build ships to be really big bad DPS monsters in ways the devs don't initially think. That's why I support this method of testing because it can give them an earlier and more contained view of what players are doing before it goes live on Holodeck.

There are some unbiased players out there. They tend to tick everybody off. They suggest certain things do not need buffing, they suggest certain things might need some downtweaking (/cough, nerfing), they are honest when something they're flying is a little too good, they are honest when something somebody else is flying is not a little too good (realizing that even the super casual average player should be doing better than they are), and the list goes on and on and on...
Yes, there are undoubtedly many players with a bias one way or the other (sometimes both ways, up the middle, down the sides, and back around again)...however, to suggest that Cryptic would blindly listen to such feedback...well, meh...just saying.
Besides, that bias can oft be telling as "methinks the player doth protest too much" - whether they're calling for a buff or a nerf...they'll tend to be toward some extreme, which gives Cryptic the better opportunity to hit it right - right there somewhere in the middle.
And when I say unbiased, obviously that couldn't be completely without bias. Because even the person aiming for a more balanced game...is going to have that bias. While not quite the same as the bias of somebody that wants to roll through everything with their pinkytoe while eating Cheetos and watching Cartoon Network...it's still undoubtedly bias all the same.
Wouldn't mind helping with Beta-ing new ships. I'm sure the next one is the Schimmy. I can't wait to see what else is hiding in there (like the Romulan Yact and Timeship) but I also have my hopes up that we can keep the ships from getting OP.

This sounds absolutely amazing to be a part of. Being able to give ships a proper shakedown and with enough people doing various aspects of gameplay this should really help to dial in ship stats, strengths and weaknesses.
I would really suggest a proper shakedown cruise map either Cryptic made or Foundry made that puts a ship through all the typical, maneuvering, light combat, heavy combat and fleet combat.
The fleet combat being a variation of the 20 man PVE, the other 19 being allied npc vs a few waves of different enemies. 1) Orions, Nausicans, Hirogen 2) Klingons, Feds, Romulans. 3) Cardassians, Elachi 4) Undine and Borg.
