I fully agree with the OP.
I would go even further and say that all Leg settings look way too thin.
In my Character and BOFFS i tend to use the highest setting (leg Bulk) just to make them NOT look somehow anorexic.
Have you guys ever tried (for fun) to make a male Charcter look Body Builder Like?
This is perfectly possible with Upper Body setings but the legs look rediculusly thin, why?
The best you can get is a somehow average look for the legs but all my BOFFS/Captains (Female or Male) would have have cartoonish proportions if i wouldn't actively make them look at least a bit more natural.
I think the problem are some of Cryptics designers, they obviously have no sense of proportion.
I didn't even notice calves until I read this thread. Now, I see what you guys are talking about. Perhaps in our minds we overestimate what the thickness of the average person's thighs are, but they look kind of weird to me anyway, especially on a character who's calves are a bit on the muscular side. As soon I get back to spacedock I'm going to see if I can do anything about the calves of my female TAC officer who is is meant to look like she physically kicks butts for a living.
I've actually been reducing, not increasing the height and bulk of my male characters so they have normal athletic, not fantasy warrior proportions.

I followed this advice and maxed out the leg bulk of my female bridge officers. It works, they look great! They look capable of feats of athleticism now, but, without looking like body builders. I wish this was the default.
Does some one on the Cryptic art team have a body image disorder? Maybe anorexic? People with eating disorders often suffer from an inability to identify body shapes which are normal or average.

I take it nothing has been done about it yet? I've just created a female alien boff, gave her maximum leg bulk, yet her calves are still ridiculously thin.

I have no idea what kind of "artist" doesn't even know about the human proportions, but my Boss would shot me instantly if i had produced somthing like this, and he where right in doing so.:D

The biggest problem for me is to create some, let's say heavy gravity aliens. Legs are always a problem, they're just too tiny.
Since they "enhanced" the tailor it has become even worse.

For me that seems just like a waste of space which artificially limits the view for no real reason.

Yes. Very, very true. The worst part on legs is how ridiculously skinny knees are. It makes no sense how tiny and thin they are. They really need their own slider.
You can see in this screenshot how the leg bulk changes when wearing tight pants. Notice that the boots don't change in size at all, leaving a large rim at the top of the boot.

Problems with thin thighs with skirts started just after Romulus went live. Then, the thin calves were instituted a couple of weeks later, where calf high boots now had a huge lip around them when in skirts. Now it sounds like they've implemented the 'thin legs' with tight pants too, giving the thick collar around boots.
I cannot fathom why they made such a radical change with the leg thickness in skirts and now tight pants. The art team seriously needs to look at 'nude studies' to see how women's legs actually look, and learn something about proper proportions and spacing.
This issue has completely ruined any enthusiasm I had for STO. I *had* been looking forward to playing Romulans. I spent a bit of money for the pack. I have not played STO since Romulus went live because of all the issues with characters and the 22nd century Romulan outfits because I can't *stand* looking at my characters now that their legs look literally like skin over bones without any muscles.

To be honest I agree the old models looked better. The boots definately are shaped to the calves in the original. The new ones look like a pair of wellington boots, 2 sizes too big with a huge rim at the top.
For a game that has so many female player characters in skirts its very odd that they don't seem to be that concerned about it.
Understandably its an issue of time for them, but this is going to be a low priority considering the many other in game issues as well as the forthcoming Season 8. Its a shame but there it is.
Its far from the only issue. Why can't Romulan females wear the knee high TOS boots with the tight trousers? Fed females can. Also why can't Orions wear them either when NPCs in game can? Why can't we mix off duty wear with uniforms? Why do KDF females have to pay lobi for skirts? In a game where a lot of people enjoy diverse character/outfit customization there seems to be a lot of limiting factors involved.
Perhaps if some of the source files could be opened up for players to edit in 3d applications many of these little problems could be solved by dedicated fans. Obviously Cryptic would have to approve submitted work and would have to ensure players can't mod the game directly but I'm sure many people would happily do these things for them for free.
I have done a lot of 3d/texture work over the years for various game mods and would happily fix many of the ingame tailor texture/model clipping issues if only I could.
Sadly I can't apply for the advertised vacancy because I don't live in the United States.

They look fat to me. They need to get in shape IMO. Fictional characters deserve better than that.
