Our fleet was recently hijacked by someone who is trying to sell our fleet and it's resources/starbase to other parties. Is there anything that can be done about this? I'm not sure if this constitutes any breach in the terms of service.

(m) trade, sell, auction or otherwise transfer any virtual items or goods of any nature outside the game
Ok some people will tell you you made a mistake in your permissions and its entirely your fault

No one has power to promote or demote the top THREE ranks
And no one has power to change bank permissions

if you know who is doing this report them to GM
Contact them directly and Inform them they must return the fleet immediately
Do not "name and shame" on the forum but perhaps quietly pass the word to all your ingame friends
Advice to people offered a chance to BUY a fleet or fleet assets

I wish Cryptic would do something about these fleet and bank thieves, because they make it impossible to run an affective bank even with (or because of) bank permissions set. With limited tabs it's difficult to administer a working bank because if you set a restriction of 1 item a day, then a tab with commodities or particles or supplies (e.g.: hypos) is worthless/unusable. If you graduate the # of items based on rank where a higher rank has access to 3-5 items per day, they can still steal 3-5 of the most expensive items a day for a few days (until they are discovered and questioned about it) then leave with the bulk of a fleets very rare bank offerings. And there's nothing stopping them from stealing all a fleets provisions except their own fleet credit holdings.
Simple solution...just ban them from joining a fleet (unless/until they return/repay the theft)...not just their thieving character but their whole account.
THAT would pretty much put an end to theft...they might leave the game, but they weren't really playing the game now were they...and most likely they are stealing their access as well (and not paying a cent to Cryptic to play).
If this is allowed to continue, Cryptic will lose a lot of players due to the aggravation players like this cause, SO Cryptic better decide: (possibly) lose a thieving player who isn't really "playing" the game with a fleet ban, or lose committed players who are just sick and tired of these criminals getting away scot free?
Furthermore, these thieves also are stealing from Cryptic as well by stealing sales and disenchanting other players to leave.
We've worked hard to build our fleet our starbase and stock our bank and players like this ruin it for all of us. My chief bank officer prides our bank offerings and can be found most of the time at memory alpha crafting high quality items for the bank, and gets VERY disenchanted every time a thief hits us.
...can't you set different withdraw limits for different tabs?
Yep, you can even set them to be different for each fleet rank.
I my fleet the "Recruit" rank effectively has no permissions at all, and you have to be a Senior officer to promote people. Also, only high ranks can kick people. There are currently only two people with the ability to kick people.
It's worked out so far. We've only had one incident, and it was a relatively minor loss. We have something called "Special Armory" for all of the really GOOD stuff. Only high ranking members have ANY access. Also we typically don't promote people more than one rank unless we actually trust them.

There are things you can do to make your fleet less appealing to thieves. but the game is loaded up and i want to play. good luck
