Red Alert: Iota Pavonis & KDF character

I actually submitted a ticket for this at the beginning of the year, but it never went anywhere.
Anyway, for months my KDF character is never offered "Borg Invasion - Iota Pavonis Sector Block Defense (Daily)" from Captain P'tor when entering a yet-to-be-completed Red Alert in this sector. It is not sitting waiting to be turned in in my mission log, there is no "Urgent Message" off in the corner when entering, and I have run it half a dozen times (with no reward) just to "clear out" any bugs the character may have regarding this particular daily.
Only silver lining is that Iota Pavonis is out in the boonies, so I don't visit it often. But when I do, and there's a Red Alert; it'd be nice to have this mission available.
