Is that even true? AFAIK it provides something like +10 weapon power per proc; with 4 DHCs, 2 turrets and the KCB, I'll often have one stack going, but rarely peaking as high as 3 stacks. I'm almost at a point where I might swap both the KCB and the console out for a turret and another console.
You're forgetting the drain resistance to weapon power from that proc, which comes pretty close to nullifying the drain from energy weapons completely, if it doesn't actually take it to 0. That's why he was saying you get a salvo at full power. And even without the proc the KCB and Assimilated Module are still excellent, the first for its high DPS, and the second for the crit boost it gives.
