Initial DOFF pack/mission not given

I reached lvl 13 today during mirror and noticed I did not get my first DOFF pack or the mission to get it at lvl 11. The system only unlocked the doff system but no doffs.

    Yep. I already started a thread about this and even included a screenshot as proof.

    For my Reman, the duty officer system unlocked at level 11 but I didn't get my initial cadre of 20 doffs until level 12, even though the level up rewards table clearly says you get the doffs at level 11.
