Disappearing Romulan Bridge Officer Candidates purchased from Exchange

Hello, I am having an issue... below are the contents of my in-game bug report:
Hello, I am a Fed Tactical officer max level and have been here since open beta. I am encountering an issue with purchased Romulan Boffs fro Exchange. Yesterday I purchased 2 bridge officers (1 Romulan Engineer and 1 Romulan Science). After a few minutes, the game crashed. Once I got back in the Romulan candidates were no longer in my candidates list. My EC did not get refunded. Today I purchased another Romulan Science bridge officer and after a few minutes, the candidate once again disappeared from my candidates list. All these officers had the Superior Romulan Operative trait. Please advise. Thank you.
I do not have a TT# yet as I just submitted it. Please let me know if you require any further information/details or testing. I do not mind about the lost EC as I had only spent around 5mil EC on the combined 3 Superior Romulan Operative boffs but it's just not cool that this is happening and could be happening to other people who are spending tens of millions EC upgrading their bridge officers.

EDIT: I was able to re-create this issue again by purchasing (a cheap one this time) Romulan Female Science officer from exchange, beamed up to my ship from ESD and once again, the candidate disappeared.

Might have something to do with you being a fed using Rom Boffs., The only ones I know of that you can use as a Fed, are the roms from the Embassy. It prolly a semi-bug thats allowing you to equip, then system realizes it and takes them away.
Im not 100% sure, as this is only speculation. I have been wrong once before.
In the tool-tip it states "This officer belongs to the Romulan allegiance, and will not join or train your crew." I may have missed that somehow. I agree it was my fault and my fault alone for purchasing the wrong Boffs. However, if it was working like the Klingons (who do not disappear), I could have re-sold the Boffs for possibly a net gain, and not a decent sized EC loss.
I don't see why a Romulan officer couldn't join my Fed crew especially since romulan faction can be aligned with either Fed or Kling. Aside from that, it's not really fair that Romulans can equip 5x Operative bridge officers while Klingons and Feds cannot (but that is another issue altogether and getting off topic).
My chances of getting EC refunded are slim-to-none, I take it. But please fix this as the Klingons are working (and not disappearing) while the Romulans are just going 'poof'.
Any ideas?
