Fleet science console [Pla] Not working?

Me and a couple fleet mates notices that the Plasmafire dot that the Fleet plasma infused console is supposed to add to non plasma based weapons does not seem to work, not once have i seen any form of dot been added to any of my targets, either i am so unlucky that in a week of trying and looking out for plasma fire i just haven't got one, or the console does not work.


Any insights?
