He's taking up a bridge officer slot that could be better put to use with higher quality officers. I just added a couple of very rare BOs to my crew and needed to free up some slots. Tovan was one of the odd-men out but I was forced to discharge an officer I didn't want to because we're stuck with him. This is not acceptable at all.
I hear ya but at the same time rather like the way he is built into the storyline and I imagine there might be issues with the missions if he were to be dismissed. Perhaps he could simply be upgraded to a purple quality officer, or as the above poster suggested we could be given an extra single boff slot?

I find this line of replies sadly hilarious. We put a lot of work into the massive list of fixes/changes above, and ya'll are hung up on the ability to skip our content. =p
Edit: (ok now i looked up his traits), but he is a V Rare Officer.
There are already issues, like people having other officers stand in for Toven when you change him from first place on ground and space slots.
Ok his superior is in Soldier and stubborn, and with Plasma weapon spec He could be a fantastic tactical ground boff.
Anyway he has Romulan Operative with is a good space trait and the only improve i can see is if you have a veteran or infiltrator space boff who also has operative.
I don't enjoy Tovan Khev. He steals the spotlight from my captain. For example, there's a Romulan arc mission where you try to interrogate an Elachi. Tovan wasn't on my away team. He wasn't assigned to a space boff slot. He wasn't even a doff department head. Somehow he appears in the scene and starts trying to interrogate the Elachi.
It's supposed to be my story. The Romulan story plays out more or less like the story of Tovan Khev, the whiny Luke Skywalker-esque farmboy from a backwater planet who has no redeeming qualities.
Tovan Khev is a very rare officer with awesome skills and fully retrainable, so you will have a hard time replacing him with something better. The only slightly annoying thing about him is the Plasma Weapon Specialist trait which should not exist (Romulans always used disruptors on the ground). You get him for free right at the beginning of the campaign and he's an integral part of it, so I kindly suggest that you accept things how they are and buy additional bridge officer slots if you are that unhappy.
Also Tovan Khev has less to do with Wesley Crusher than Janeway with Chekov....

Yeah there are issues with the story when you dont have him. I was helping out a member of my fleet with the elatchi, the thing is I'm a fed with a female first officer. Lets just say i was almost in tears whenever 'she' said something :')
See this is the problem when the storyline gets in the way of gameplay of an otherwise Gameplay and Story Segregation-filled game. Our freedom gets limited, and the storyline is practically forced upon us, gimping our character's potential in the process.
What would be nice is if we could have the ability to do the voice acting work for all of our BOFFs, as well as limited "foundry"-like personal tweaking of the mission text. Then the missions requiring Khev could possibly have his parts be substituted for our custom BOFFs. In a perfect world(no, not that Perfect World), we could. But that isn't the case here. And probably won't be the case for a long, long while. I'm talking decades, if STO even survives that long.
I'm just glad I never made a Romulan-faction character so I wouldn't have to deal with Khev. Good luck to those of you that have.

Perhaps, once you get to a certain point in the story missions, you unlock a special DOFF mission in your "Personal" tab that lets you turn BOFF Tovan into DOFF Tovan. He becomes a Very Rare Security Officer or Assault Squad Officer or something. Then he is still part of your crew and the story, but he isnt taking up a BOFF slot.
Personally, I like Tovan. He barely registers on the Carth Onasi scale of NPC frustration, and gameplay wise he's an effective ground officer
However I do think that Cryptic need to take another pass at how the game handles him. Adding another BO slot for him would be a good start, along with fixing the bugs that cause other characters to appear in his dialogue window. I'd also like to see a way to move him off the bridge and to another ship interior location (such as the bar or the captain's quarters for those thatway inclined ) to help those who want an all Reman/female/grinblesnark bridge crew.
While there's no way to divorce him from the storyline of the Romulan Republic, by doing this it should help mitigate the annoyance some people feel towards him. He'd end up being that annoying tagalong friend that noone ever manages to get rid of.
On another note, I am SO going to rue the day I have to swap out Veril for a better quality boff. Have to admit that I have a soft spot for my little Reman "Kaylee".

All of my free Boffs are Very Rare So Tovan Khev is easily replaced. If they didn't force me to wait until I picked a stupid faction I'd have a full bridge crew of very rare boffs at level one.

Liberated Reman Borg Boff - Very Rare
Liberated Borg Boff Fed/KDF - Very Rare
And if I'm willing to buy a Boff from the C-Store I can get a Very Rare Catian, Anear, or Feresan.
I can also pick up cheap Very Rare Boffs off of the Exchange. Got my two Very Rare Gorn Engineers for 10k each for my Rom KDF Pirate.
Simple Very Rare Boffs are NOT hard to come by. A very specific Very Rare Boff can be a challenge.
If you are willing to buy a BO from the C-Store you only strengthen my point that you could also simply buy two BO slots. Fact is that every Romulan gets a free decent purple quality BO with a good background story and voice overs. They don't have to pay in the C-Store, on the exchange, be a veteran or anything else, they just have to play the game to get him. If you don't like him, tough luck.

Federation characters get a green quality BO in their tutorial, then the first others they get are WHITE. Romulans start with a PURPLE and get a bunch of decent green ones and people really think that they should get FREE ADDITIONAL BO SLOTS for suffering so horribly?:eek:

This is something I wanted for years long before Tovan Khev was even a thought. I want to have all my BOs visible in my interior even when I choose a small bridge. Unfortunately I was the only one.

One day I'm going to look if I can copy other Veril's look on other female Remans (well, aside from her unique costume options), then I will look for a purple Reman female engineer with the appropriate traits, copy the look over, delete the old Veril and rename the new one.

I think they made the perfect compromise. They could have made you stick with Veril and the search for her father too, they could have given you a complete TOR-like crew. They didn't. They occupied one of your BO slots with a decent mandatory BO. And he's no Malavai Quinn or Khem Val.
The thing that bugs people the most is that we are losing a free Boff slot. This is important to people that build customized crews because Tovan doesn't fit in.
Personally if it had been my decision I wouldn't have made Tovan a Romulan but instead an Alien and allowed players to choose a male or female version. That way the Boff could be changed to fit a players crew and still fit in with the story line.
Eh, nope, it's about Romulans not random aliens from the space of the former Romulan Star Empire. Cryptic almost would have denied access to the alien creator to silver players to keep their numbers low, would have been stupid if one of the main NPCs is one.
