No NPC Contacts on Fleet Embassy

Since launch of LoR, our Fleet Embassy is missing all NPC contacts like the commodity Broker, the bartender, the chef and so on. Because of this it is now impossible to buy any goods or get new daily missions.
I already filed a bug Report. Does anybody else have similar problems?
