Bridge officers not offering training

I'm finding random Bridge officers that can't be used to train up other members of my crew. At first I thought it was just Rare ones, I thought perhaps a stealth patch had made it only VRare BOFFS that could be used to train now, but now I'm finding VRare ones too...

    I thnk it is between allies. I.e. if you are Rom/KDF, your KDF boffs can't train a romulan and vis-versa.

    Confirmed, it's not just for Fed/Rom training, these Fed boffs won't train Fed officers either.

    It works for me, the only time it didn't was when I had no space in my candidates list and I was trying to use one from my inventory to train up an active BOFF. I found this out because I was playing clear out on a few things and got rid of a couple of BOFFs from the list, didn't even realise I had a couple of uncommons as they were at the bottom of the list. As soon as I had free space training was possible.

    Yup, I've tried that too.. deleted a perfectly good crewman and still no Train Up option. It's not just me it's happening for though, several of my fleet are reporting the same issue.
